Name people, places and hours, not conclusions

The entry that loses claims reads delayed by others: a feeling, not a fact, proving only that somebody was frustrated. The entry that wins names the gang, the area, what stopped them, who caused it and how long it lasted: bricklayers, block B level two, no access, scaffold not handed over, four hours. That sentence costs thirty seconds on the day and cannot be reconstructed afterwards.
