Check it monthly, on a date

What gets checked gets kept. Once a month, on a fixed date, somebody senior samples the diary, the registers and the notice log against what actually happened that month: kept or lapsing, in time or late, and whether anything should have triggered a notice nobody sent. The check takes an hour and is the difference between a system and a good intention.
