Build preliminaries up, never percentage them

A percentage uplift for prelims is the first line every opposing surveyor strikes out, because it proves nothing. The build-up is tedious, staff, plant, accommodation, supervision, week by week from the records, and that tedium is the point: a figure with a full build-up behind it is far harder to strike out than a percentage.
