Our photographs aren't evidence, they're just pictures

The phones are full of photographs and almost none of them can do evidential work: no reliable date, no location, no note of what the shot was meant to show, no index that lets anyone find the right image a year later. A photo that cannot be placed in time and space proves only that something once looked like that.

The gap between a picture and evidence is a log: photo number, date, location, subject, taker, kept as the photos are taken - so the shot of the flooded excavation carries its own when and where, and the set can be searched when the account needs it. It is minutes a week, and it is the difference between we have photos somewhere and here is the area on the morning in question.
