State the attendances, do not leave them to be assumed

The commonest reason two prices for the same package differ is that one tenderer assumed you were providing the scaffold and the other assumed they were. Say who provides what in the enquiry: access, welfare, plant, scaffold, power, waste. An unstated attendance is not a saving, it is a variation you have not received yet.
