Assess from the site's records, not from the application

The lazy assessment copies the application and knocks a bit off, which fails both ways: it overpays work not done and undercuts work that was. Walk the job or use the site's own progress records, value what is there, and keep the workings. A fair, evidenced assessment is the number that survives if the account is ever tested.
