Apply on the trigger, not on the anniversary

Releases are tied to events, practical completion, the making good of defects, not to calendar dates, and nobody volunteers them. Watch for the certificates that open each window and apply the day one is issued, with it attached. Where the certificate is overdue, chase it: the release cannot start until the paperwork that triggers it exists.
