What this current model covers
The live-build boundary
Use this model once construction has gone live through an accepted construction order, kit or build deposit, accepted package or materials commitment, or substantive own-labour building work. A paused or partly procured build remains live; land, design, planning, surveys and investigations alone do not.
Commitments and remaining exposure
The model reconciles what has been paid, committed, delivered or built against the remaining cost and funding position at an agreed cut-off. It keeps confirmed records, estimates and unknowns distinct rather than presenting a single reassuring total.
