A Stress Test examines the available budget and financial position, with Pre-build or Live Build selected by construction commitments and substantive work. The Live Build route reconciles paid, owed and committed amounts after procurement or work has begun; the Pre-build route tests an uncommitted proposal. Neither replaces design, survey, legal, tax, financial or other specialist work, and any further service is separately scoped. Include paid or owed preparation costs and clarify the commitment evidence before choosing the current Budget or Stress Test destination.
