The material exists, we just can't find it

The records were kept, more or less. They are in the inbox, on the site drive, in personal folders, on two phones and in a box of day files. Every question about the job starts an archaeology dig, and the dig costs a day each time. The position is in there. Nobody can assemble it.

A position that cannot be assembled in time is a position you do not hold. Dispute timetables are short on purpose, and the reader of your submission scores what is in it, not what exists somewhere in your systems. The same evidence, foldered and indexed, wins arguments that the identical evidence, scattered, quietly loses.

Organisation is a one-off job with a lasting return: the material pulled into one structure, by contract, by cycle, by topic, duplicates cleared, an index that says what is where. After that, questions cost minutes, and the next deadline is spent arguing the case rather than hunting for it.
