What's happening?
Late information is the most ordinary failure on a running job: the detail needed for procurement arrives after the order had to be placed, the revised drawing lands mid-pour, the query sits unanswered for a month. Each event costs something - resequencing, standing time, a worse buying position - and each one passes unrecorded, because everyone is too busy absorbing it to log it.
When the account finally needs the story - for a variation, a disruption cost, or simply to answer why did this cost more - the story has to be rebuilt from emails, and rebuilt stories leak. The tracker is the contemporaneous version: what was needed, when it was asked for, when it was promised, when it came and what it disturbed, kept as a register in minutes a week. Whether any entitlement flows is a question for the contract; the record is what keeps the question answerable.
