Price the exclusions back in before you compare
Levelling means adding the excluded items back at a fair value so every tender covers the same scope, or flagging them as a risk you would carry. Do not just note that a tenderer excluded something; quantify what including it would cost and add it to their number. The cheapest adjusted number is usually not the cheapest headline one.
