What's happening?

The list has become weather: items get added faster than they get formally closed, nobody owns the whole, and no item carries a date or a completion criterion. A list like that cannot finish - there is always one more item, because adding is free and closing takes proof - and the money downstream of it waits on a process with no end built in.

Closeout is administration, not heroics: every item with an owner, a date, an agreed standard of done and evidence attached at closure, the list reconciled weekly - closed items formally closed, new items challenged at the door. The tracker is that administration in template form; the closeout service runs it when the list, or the counterparty, has grown past a spreadsheet.
