Date the open proposal before judging its resilience

Agree what finished means, set an evidence cut-off and record which version of each source supports the proposal. Keep open scope, cost assumptions, funding conditions and payment dates visible. If essential evidence is missing, name the gap and its effect rather than turning silence into a favourable assumption or an invented allowance.
