Keep a paused or partial build in the live route

Once an accepted building, trade, package or material order, a kit or build deposit, substantive enabling work or substantive building work exists, the project is live. That remains true if the main building has not started, procurement is partial or work pauses. The review must carry the commitment and its consequences forward instead of resetting to an uncommitted proposal.
