What does a Pre-build Stress Test review?

It tests the available scope, budget, funding and contingency before construction commitments are made, including preparation costs already paid or owed. The report explains gaps, financial scenarios and the decisions needed before proceeding.

The answer

A Pre-build Stress Test reviews the available scope, budget, funding and reserve before construction commitments are made, including preparation costs already paid or owed. It identifies missing evidence, separates affordability from timing and presents scenarios or reverse checks with named actions, owners and decision points. It does not prepare a substantive cost plan, assure a programme or provide design, survey, legal, tax or financial-product advice. The route is appropriate only while the construction commitment boundary remains un-crossed; if the evidence is mixed, clarify orders, deposits, enabling work and obligations before selecting the review.
